3.汚染と被ばくに対処し続けよ

原発事故に起因するオフサイト(事故現場敷地外)の汚染は永続する。行政当局は汚染と被ばくを徹底的に調べ、人々に知らせて、対処しなければならない。今は当局がやろうとしないので、心ある市民が自発的に行っている状態である。

汚染がある地域からの避難や移転を、特に被害者自身の社会的経済的な負担なく継続できる政策も必要である。被害者の要望に応じて公平に健康維持ができる公衆衛生施策を実施する体制を行政当局は構築しなければならない。

加害者は「そんなことをすると烙印や差別や分断になる」と発言して加害を重ねてはならない。そうならないよう、被害者本人の要望にきめ細かく応じるのが行政当局と専門家の仕事である。

 

4.東電福島原発の放射能は永続的に管理し続けざるをえない

福島でもチェルノブイリでも原発事故はオンサイト(事故現場敷地内)においても永続する。大量の放射能が存在し続けるので、“緊急時”が常態化し、「復旧」することはない。現在も日本の住民は脆弱な東電福島原発の存在と環境中に存在する事故由来の放射能に脅かされている。

当局は、廃棄物も含む放射能の大量放出はおろか、漏えいもなきよう、国内外のあらゆる資材を投入して永続的に管理できる体制を整えるべきである。

 

 

(3) PROTECT PEOPLE AND ENVIRONMENT FROM CONTAMINATION AND EXPOSURE

Off-site (Outside of the accident site) contamination and exposure resulting from the nuclear accident is permanent. The authorities must thoroughly measure and investigate contamination and exposure, inform people and protect people and environment. Since the authorities do not try to do it now, it is a state of voluntary action by the conscious citizens.
It is also necessary to implement policies that enable the evacuation and relocation from contaminated areas to be continued without social and economic burdens especially of the victims themselves. The authorities shall establish a system to implement public health actions that enable fair health maintenance in response to the requests of the victims.
The victimizers should not repeat the wrongdoing by saying, "It's stigmatizing, it's discriminating, it's divisive.". In order to prevent this from happening, it is the duty of the authorities and experts to respond in detail to the requests of the victims themselves.

 

(4) NO CHOICE BUT TO CONTINUE MANAGING THE RADIOACTIVITY IN TEPCO FUKUSHIMA NUCLEAR POWER PLANT

In both Fukushima and Chernobyl, nuclear accidents persist on-site (inside of the accident site). As a large amount of radioactivity continues to exist, "emergency" becomes abnormally normal and "recovery" does not occur. Even today, the population of Japan is threatened by the presence of radioactivity in the vulnerable TEPCO Fukushima nuclear power plant and the environment.
The authorities should put in place a system to permanently control the release and leakage of radioactive materials, including waste, through the use of all domestic and foreign materials.
